Hello. I'm from Singapore and would like to study in the USA, but have trouble finding the funds to do so. I heard from a friend that there exists a transfer program that allows one to transfer from a smaller(and cheaper) university to a larger one like University of California. Is that a viable option for an international student? Also does it really save one a lot of money?

You can do 1 or 2 years at a 2-year community college (open enrollment, much cheaper than university), then transfer your credits to a 4-year university. You won't have to do the entire 4 years because if you chose the right courses, you'll be able to transfer your credits.
